When to use Decision Tables - An example!

I was with a Customer the whole of last week. One of the problems they had was how to specify their allowance/bonus calculation rules. The rules are something like this.

For every country, provide a Patent allowance
For every country, provide a Performance allowance
For India and the UK, provide a Car allowance
